What you could improve is the jacket, it's way too large on the left side, jackets aren't quite like that in reality. I suggest you make that part smaller/shorter, so that it does fit entirely inside the margins of the picture.
Also, for future drawings, you could work on the hair of characters, observing the light reflections that are clearly pointed out in most other animes, like Hetalia or Kaichou wa Maid-sama (the first 2 examples that went to my mind). Try to contour only the margins and edges, here in this piece the black lines are too strong and the hair doesn't seem as soft as it is supposed to be.
Since we're talking about a Free! fanart, where the anatomy is obviously stylized and simplified, his body is well-drawn, only that he is too thin. I might sound strange but my advise would be to make him fatter but just a little bit
